Part IV: The Committee of University Heads Moves on BDS - The Role of Horizon 2020 in Shaping BDS

Editorial Note


As noted, the Committee of University Heads has recently decided to create a special forum to track academic BDS.  The authorities have been worried that the BDS campaign – largely confined to liberal arts - will spread to sciences. 


Professor Zvi Ziegler (emeritus, Technion), the head of the new forum, outlined its goals: “to examine and map out the scope of the threat, gathering information on potential boycotts as well as coordinating with relevant parties and institutions in Israel and abroad to minimize the damage.”  Such information, in his view, can provide warnings about pending “boycott endeavors,” and “will help us thwart the initiative before it stews.”   He added that “we see the importance of information regarding cases of discrimination against Israeli researchers such as rejecting articles for illegitimate reasons, refusal to take part in conferences alongside Israeli researchers or discrimination against inviting Israeli researchers to conferences.”


Over the years, IAM has reported on this and hundreds of other instances of BDS in Europe and the United States and has amassed the largest database on the issue.


This is the fourth of a four-part summary of some points to consider when dealing with academic BDS.


The Role of Horizon 2020 in Shaping BDS


In the past Israel was eligible to participate in the Framework Program for Research (FPR) as part of the benefits ascribed to Israel through the EU-Israel Assertion Agreement.  But the new Horizon 2020 – a multiyear, multilevel project to stimulate scientific activity among EU countries and beyond adopted a controversial condition stipulating that Israel’s control over the territories and East Jerusalem contravenes international law.


The stipulation was the result of a tireless campaign by British Universities for Palestine (BRICUP) and the European Coordination of Committees and Association for Palestine (ECCAP) and pushed by a coalition of Socialist and Green parties in the European Parliament.

  

In spite of serious misgiving about the language of the document, Israel decide to sign it, thus making Israeli academic institutions and other entities eligible for grants from the 77 billion euros Horizon 2020 budget.  

The EU Guidelines on Israeli Settlements attached to Horizon 2020 declares that no entity operating in the occupied territories is eligible for grants.  Further clarifications states that a grantee must be registered in the pre-1967 territory of Israel.  An entity can apply for a grant when its activity takes place within Israel; the only exception is accorded to entities whose activities in the territories protect persons or promote Middle East peace in accordance with EU mission.


The Horizon 2020 Guidelines create a problems for academic institutions and individual faculty.   Application requires an honor-based statement that the entity is not registered in the territories and that no part of the activity covered by the grant takes place in the territories.  


Clearly, the honor-based system makes it easier for the Horizon 2020 bureaucracy to make decision about the grants.  But the pro-Palestinian groups who advocated for the Guidelines promised to “expose” grant applicants who “mislead” the EU authorities.

The same groups are behind a campaign to disqualify the Hebrew University and the Technion from receiving grants; the former is accused of building on land expropriated from Palestinians and the latter for having helped to develop military and other systems responsible for subjugating the Palestinians.


At the time of this writing it is impossible to assess the possible complications introduced by Horizon 2020.  One wild card is the activity of the pro-Palestinian “monitors.”   Past history indicates that BDS activist are extremely persistent, giving some credence to their threats.


The recent changes in the EU Parliament and Executive Offices are another wild card. Following the May 2014 elections, a large contingent of right wing and neo-fascist parties claimed seats; though some like the British UKIP are not unfriendly to Israel, others are mostly hostile.


The incoming EU President, Jean-Claude Juncker, is a veteran socialist politician from Luxemburg, an ardent supporter of a more federated Europe and an advocate of a large international role for EU, including in the Middle East.

EU, Israel sign Horizon 2020 association agreement

European Commission’s President José Manuel Barroso and Israeli Prime Minister Benjamin Netanyahu today witnessed the signature of Israel's association to Horizon 2020, the new EU research and innovation programme.

Horizon 2020 offers a huge opportunity to enhance the traditionally active cooperation between Israeli and EU researchers and innovators.

Israel begins participation in lucrative R&D project despite snags over EU settlement guidelines. 




Israel’s cooperation in the Horizon 2020 program, the European Union’s Framework Program for Research and Innovation, officially launched on Monday, making Israel eligible to compete for €77 billion worth of industrial research grants over seven years.


Israel’s participation in the program hit several road bumps after the EU published guidelines in July that would bar any funds going to ventures located beyond the Green Line, including east Jerusalem and the Golan Heights.


In the end, the two sides “agreed to disagree,” with Israel publishing its reservations in an appendix.


Avi Hasson, the chief scientist, said the collaboration was “very important.”


“This cooperation, through the Horizon 2020 program, does not just bring Israel funding to leverage the field of research and development, but allows us to be part of the international arena of present and future science and technology,” he said.


“The EU budget, which will be given as grants in Israel, allows us to take part in international research, cooperate with a variety of researchers in Europe and advance innovation with practical implications.”


Corporations, academic institutions, non-profits, start-ups and private ventures will be eligible to apply for grants in a variety of fields.


Israel’s official entry into the program comes amidst increased talk of European boycotts and the effect they would have on Israel, should peace talks with the Palestinians failed.


Finance Minister Yair Lapid, last Wednesday, even went as far as to suggest that the EU would consider scrapping its Association Agreement with Israel – the main legal document defining Israeli-EU economic relations – which would eliminate Israel’s ability to participate in programs such as Horizon 2020.


The EU has denied it is considering such actions.

Reports in the media that you are thinking of softening or postponing the 

implementation of the EU Guidelines on Israeli Settlements have shocked 

academic opinion across Europe and beyond.

The Guidelines which you announced in July indicated that the EU would insist 

upon the application of its long-held position which, to quote your own 

documents, “[conforms] with international law on the non-recognition by the EU 

of Israel’s sovereignty over the territories occupied by Israel since 1967,” and that 

henceforth cooperation with Israel would be “based on respect for human rights 

and democratic principles” and in particular on respect for international law. The 

promulgation of the Guidelines sent Israel a clear message that its continued 

occupation of these territories and illegal settlement-building have consequences, 

and has given it an incentive to think again. 

We, and the nearly five hundred European academics who have signed the 

attached petition in the last 48 hours, applaud your Guidelines, and urge you not 

to weaken or abandon them at the first sign that Israel, or the United States, takes 

objection to them. Principles are principles. Please stick to yours.

We are writing to you with regard to the guidelines published recently by the EU on the 

eligibility of Israeli bodies for EU financial support which are designed to prevent 

projects in illegal Israeli settlements from receiving funding from the European Research 

Council and the forthcoming Horizon 2020 EU research funding programme. 


The guidelines were widely welcomed by researchers and citizens who had been deeply 

concerned that the EU was encouraging and funding collaboration between European 

universities and Israeli companies such as Ahava that operate in illegal Israeli settlements. 

Israeli settlements in occupied Palestinian territory are illegal under international law and 

their continued existence and expansion lead to severe violations of the human rights of 

Palestinians. 


We understand that negotiations on Israel’s participation in the Horizon 2020 program 

will begin on Thursday, and we have read that you hope to find ways to implement the 

new guidelines "sensitively". We have also read that US Secretary of State John Kerry is 

pressuring the EU to repeal the new guidelines.

As academic researchers, many of whom have been in receipt of EU research funding, we 

call upon the EU to implement its new guidelines in full and to ensure that projects, 

companies and institutions located in illegal Israeli settlements are not eligible for EU 

research funding.
